Sending and Receiving of a File

Is the process of sending and recieving of a file without correction is possible in common network, and can we use the internet from cable tv cable.  

It is always required to send and receive the files with correction otherwise the communication is meaningless.

The inter facility on cable TV depends upon the availability of this service from service provider.
